The clearest dividing line in this category is not a feature. It is whether a vendor will tell you the price. Two of the nine below publish a rate card you can work from today. The other seven route you through a demo or a scoping call first, and in several cases the pricing URL itself was unreachable when we checked. That single difference decides more evaluations than any capability table.
This page is the overview. It groups the nine vendors by what they are built for and gives you the at-a-glance table. Where we have done a full head-to-head against a vendor, including the things they do better than us, the link under that vendor takes you to it.

Ranking nine tools one to nine implies they do the same job at different quality levels. They do not.
Enterprise assurance platforms.Cyara, Hammer (now Infovista VistaCX), Klearcom and Occam sell broad platforms through a sales process. They cover things a focused monitor does not: load and stress testing, automated IVR discovery and mapping, in-country origination across many markets, AI and chatbot assurance. If any of those is a live requirement, that requirement decides your shortlist on its own.
Observability platforms that include voice.IR (Prognosis) and Obkio watch infrastructure. IR covers a whole unified-communications estate with IVR testing as one capability inside it; Obkio works at the network layer, measuring the VoIP path rather than dialling menu trees. Neither is a direct substitute for outside-in phone-line monitoring, and both answer questions a phone-line monitor cannot.
Focused phone-line and IVR monitors. Phone Number Monitoring and TelcoAlert do one job: dial your numbers on a schedule, walk the menus, and tell you when a branch breaks. Both publish prices. Both let you start without a meeting. Which is cheaper genuinely flips depending on how often you test and how many lines you have, and the worked arithmetic for both is on the TelcoAlert comparison.
One vendor has left the category as an independent option: Spearline was acquired by Cyara and folded into the platform. If your monitoring moved with it, that page covers what changed.
The nine vendors
1๐ตCyara Voice Assure
Enterprise CX Assurance at Global Scale
Enterprise
Cyara is the largest enterprise platform in contact centre testing. Voice Assure originates real calls from inside many countries, measuring connection rates, audio quality, latency and DTMF behaviour. The wider suite adds AI agent testing and load testing. Cyara acquired Spearline and retains its in-country origination network.
Target:
Fortune 500 enterprises and global contact centers
Coverage:
Published as broad international in-country coverage
Phone Number Monitoring sits between basic uptime alerts and enterprise assurance platforms. It walks IVR menu trees with DTMF and recorded audio, checks reachability continuously, and escalates by phone, SMS, email or webhook. It does not do load testing, automated IVR discovery, or in-country origination, and the comparison pages on this site say so per vendor.
Hammer is a legacy giant in telecom testing. VoiceWatch monitors the full call path from carrier to IVR to agent desktop, using acoustic fingerprinting to verify specific audio prompts. Heavily focused on SLA compliance and reducing downtime in complex network architectures.
Target:
Large enterprises, telecom providers, and utilities
SIP Protocol Monitoring & VoIP Performance Testing
SMB
Dotcom-Monitor specializes in SIP-layer monitoring, testing the signaling protocol that underpins VoIP calls rather than dialing physical phone lines. It monitors SIP endpoints, validates SIP OPTIONS and REGISTER responses, tracks response codes, and measures transaction latency.
Klearcom focuses on global IVR and number testing, dialling toll and toll-free numbers over fixed-line and GSM networks in many countries, with automated IVR discovery and mapping and human-verified results in local time zones. It markets on having no port limits or hidden fees.
Target:
Global enterprises in finance, retail, and telecom
Coverage:
Published as broad international coverage
Pricing:
Custom enterprise pricing. Marketed as cost-effective.
TelcoAlert is a specialized niche player focused entirely on telecom monitoring and IVR testing. It provides IVR monitoring, automated visual IVR mapping (auto-generated call trees), IVR load testing, and fax monitoring through a self-service portal.
Target:
Contact centers and telecom operators
Pricing:
Published rate-card calculators. One of only two vendors here that publishes a price.
Obkio approaches IVR problems from a network engineering perspective. It monitors the end-to-end VoIP call path to identify whether issues reside on the local network, ISP, or VoIP provider. Continuously measures MOS, QoS, latency, jitter, and packet loss.
CloudCX is an automation platform for modern cloud contact centers. QuickTest uses Generative AI to automatically create test scripts, features a browser-based calling UI, visual IVR tree mapping, and omnichannel testing across voice, chat, and SMS.
Ekara is a European digital experience monitoring platform with a dedicated IVR module. It deploys synthetic testing robots to interact with IVR systems, detecting call failures and measuring voice quality (MOS). Part of a broader APM suite.
Four questions settle most evaluations, roughly in this order.
Do you need load testing? If you need to know what happens at 500 simultaneous callers, most of this list is out. Hammer, Occam and TelcoAlert offer it. Phone Number Monitoring deliberately does not: concurrency is capped per account so that monitoring stays light on the system it is watching.
Do you know what your IVR looks like? If you inherited an estate nobody has documented, automated discovery and mapping turns an unknown into a testable map. Occam, Klearcom, TelcoAlert and CloudCX offer it. If your team designed the call flow and can list the branches from memory, you are paying for a one-off exercise you could do by hand.
Where do your callers actually dial from? In-country origination, meaning a call placed from inside the country rather than routed there, is the main thing an enterprise platform charges for. Cyara and Klearcom operate those networks. If most of your numbers are US and Canada, it is capability you will not use.
Is monitoring or testing the actual job?IVR testing is what you do before a change ships. IVR monitoring is the same checks run forever against production. Most teams discover they wanted the second.
Frequently Asked Questions
Which IVR monitoring vendors publish their pricing?
On the dates each comparison page was checked: Phone Number Monitoring and TelcoAlert. Cyara, Hammer (Infovista VistaCX), Klearcom, Occam, IR, CloudCX and Ekara all route evaluation through a sales conversation. Where a vendor publishes no price, the pages on this site say so rather than estimating a figure, because inventing a competitor price would make everything else less trustworthy.
What is the difference between IVR monitoring and IVR testing?
IVR monitoring is continuous and automated. It dials your phone numbers on a schedule to verify they are reachable and that menu branches still route correctly. IVR testing is usually on-demand or pre-release, validating that a new call flow works before it goes live. They are the same checks with different cadences, and most platforms do both.
Why is manual IVR testing insufficient for modern contact centers?
Manual testing needs a person to dial, navigate and record results, which is slow, inconsistent and impossible to run around the clock. IVR failures happen at night, at weekends and during carrier maintenance windows. Automated monitoring detects those within minutes and escalates to whoever is on call, whatever the hour.
Can IVR testing tools navigate complex multi-level menus?
Yes. Cyara, Phone Number Monitoring, Klearcom, Occam and TelcoAlert can all navigate multi-level DTMF menus, respond to speech prompts and follow conditional paths, testing specific branches of a tree and confirming transfers to agents or voicemail. Navigating a tree you have defined is a different capability from discovering an undocumented one, and fewer vendors do the second.
Is this comparison impartial?
No, and it would be worth less if it claimed to be. Phone Number Monitoring is one of the nine tools listed. What we can do instead of claiming neutrality is be specific about where we lose: we do not offer load testing, automated IVR discovery, in-country origination or whole-estate observability, and each linked comparison names the vendor that beats us on the point. Phone Number Monitoring and Dotcom-Monitor are sister companies that operate independently, and both appear on this list.
Where to start
If you already have a vendor on your shortlist, the head-to-head for it is linked above and states what they do better than us before it states anything else.
If you are starting from scratch and your numbers are mostly domestic, the fastest way to learn something is to run a monitor against the numbers you care about and see what it catches in a fortnight.
Voice services sit on a quiet contradiction. Most businesses treat their phone lines as mission-critical โ the path customers use to place orders, report outages, book appointments, or reach a nurse โ yet very few actively verify that those lines meet the service levels their carrier agreed to in writing. A phone number used to be a copper pair. Today it is a software-defined route that touches originating carriers, SIP trunks, DNS records, session border controllers, codecs, NAT devices, and STIR/SHAKEN attestation engines before it ever reaches your PBX. Each of those hops is a point of failure โ and most of them fail silently, without [โฆ]
A high-performance SIP server serves as the communication hub in the VoIP space. Many people choose Kamailio as their main open-source server because of its versatility, scalability, and raw power. But immense power also comes with a great responsibility to make sure it functions perfectly.
